For over 100 years, owners of property and contractors have traditionally bid projects based on the lowest responsible bidder. While this system has often worked well, there are a number of alternative contracting and procurement options that if used correctly benefit owners, contractors and workers.

At first blush, it would seem logical to always award bids based on the lowest price. In a perfect world, it would be. However, there are many other variables in construction that can mean that the lowest bid may not always be the best bid. An owner of a project may want to look at issues like training, safety, past compliance with governmental laws and regulations and community standards like whether a contractor provides things like health and pension benefits.
