One of the fastest growing alternative procurement options in recent years has been the use of Design-Build contracting. Under the Design-Build process, a single contract for design and construction services is awarded to a design/build firm or a contractor/architect team. As much as one-third of all non-residential construction now uses the Design-Build process.

Like other alternatives to traditional Lowest Responsible Bid rules, the use of Design-Build often incorporates elements of Best Value Contracting procedures. In some cases Design-Build rules will also use a method known as Qualifications-Based Selection. When QBS is used an owner will choose the most qualified competitors and then negotiate price.

When Design-Build is used and incorporates either BVC or QBS standards, many of the same issues that lead owners to consider alternative options to traditional Lowest Responsible Bid rules apply. Issues like safety, training, licensing, financial stability and workforce policies are considered before a contract is negotiated. It is another tool in an owner's arsenal if they want to consider higher standards in the construction process.
